The CARED project is a cross-border initiative which focuses on the sensitive Prespa basin, shared between Greece and North Macedonia and aims to transform agricultural waste into a valuable resource while promoting circular economy principles, environmental protection and rural economic development.
Activities will take place equally in Florina (Municipality of Prespes, Greece) and Pelagonija (Municipality of Resen, North Macedonia). Both regions face major challenges from agricultural waste—more than 225,000 tons annually—with current practices such as burning residues or discarding pesticide containers near water tanks causing significant soil and water pollution. By introducing integrated waste management systems, CARED will reduce environmental risks, protect biodiversity, and create opportunities for local communities.
DIADYMA SA (Greece), the Regional Solid Waste Management Body, leads the project, designs the integrated agricultural waste management system and coordinates activities. The Municipality of Prespes (Greece) is responsible for local implementation, farmer engagement and community training. The Municipality of Resen (North Macedonia) acts as communication leader and manages awareness campaigns and stakeholder involvement. Finally, the Public Communal Utility Proleter (North Macedonia) provides technical expertise, equipment operation and day-to-day waste collection.
Key deliverables include the development of a cross-border agricultural waste management system with new equipment such as shredders, compost mixers, bins, and collection vehicles; the creation of a digital platform for waste tracking and management; biobed systems to safely manage pesticide residues; and training and workshops for farmers. An innovative dimension of the project, inspired by the New European Bauhaus initiative, is the creation of recreational areas built from recycled agricultural materials, turning waste into public assets for local communities and visitors.
The project targets farmers, local communities, municipalities, and visitors to the Prespa region, while also engaging environmental authorities and stakeholders in agriculture. Over its two years, CARED will organize at least six cross-border public events, implement four joint pilot actions, and ensure the long-term cooperation of its four partner organizations beyond the project’s lifetime. Investments amounting to more than €635,000 will be made in separate waste collection facilities and systems.
With a total budget of €926,391.56 (80% co-financed by the EU), CARED is expected to deliver measurable results: a fully operational waste management system in both Prespes and Resen, reduced soil and water pollution, increased biodiversity protection and new jobs linked to circular agriculture. By closing nutrient loops and reusing agricultural waste, the project not only addresses pressing environmental challenges but also stimulates sustainable rural development and cross-border cooperation in one of Europe’s most unique natural and cultural landscapes.
