
The Joint Secretariat’s (JS) Antenna Officer, Mr Vladimir Zhoglev, took part as a panelist at the Art of Cooperation (ArtCo) 2025 conference, held on 2–3 December 2025 in Budapest, Hungary.
ArtCo 2025 gathered around 150 representatives of the European Commission (DG REGIO), Managing and National authorities, Programme practitioners and policy-makers to exchange insights on the future of European Territorial Cooperation (Interreg) and Cohesion Policy beyond 2027.
Participants engaged in two days of inspiring discussions and interactive workshops structured around key themes impacting the next Interreg programming period, including:

The new legislative package shaping post-2027 Interreg

Overcoming cross-border legal and administrative obstacles

Capitalisation and long-term use of project results
-
Interreg’s contribution to accession and capacity building.
Each workshop provided a space for direct exchange between Programme representatives, policymakers, and practitioners, supported by experienced moderators and speakers from across Europe.
Workshop #4: Interreg and accession countries, supporting integration, brought together experts representing different stages and roles in the accession and cooperation process. As highlighted, Interreg continues to play an important role as a pre-accession tool, providing candidate countries with practical experience in shared management, institutional cooperation, and acquis-related implementation long before joining the EU.
Mr Zhoglev contributed insights from the perspective of the National Authority in North Macedonia, emphasising the importance of sustained cooperation, strengthened administrative capacity and the continued role of Interreg as a platform for mutual learning and alignment with EU standards.
