The European Union Agency for Fundamental Rights (FRA) civic space team monitors the environment for civil society organisations (CSOs) across the EU, collecting data to highlight challenges, risks, and promising practices.
The European Union Agency for Fundamental Rights (FRA) would like to identify the challenges that civil society partners faced in their day-to-day work related to civic space in 2025, and their suggestions on ways forward.
This survey is open to all civil society organisations working in an EU Member State, at EU level, as well as in Albania, North Macedonia and Serbia.

Background:
FRA consults civil society annually since 2018 on their civic space experiences. This allows to feed into policy developments, and to analyse trends over time.
The results of this consultation will be published and shared widely with policy makers, civil society, donors, and the media. The results will support the work of EU institutions, including in the context of implementation of the EU Strategy for Civil Society.
The questions address a range of civic space topics:
- The general situation of civil society and civic space in your country and at EU level,
- Experiences of threats and attacks by CSOs
- Financial sustainability and resources
- Participation in decision-making.
- Promotion and protection of civic space
